Galaxy Changes Course
By Silver Springer • Sep 19th, 2007 • Category: Real EstateScott Copeland, Principal of RST Development presented drastically revised plans of his Galaxy project now labeled Galaxy II.
Copeland cites current market conditions as to why the new plans now show a reduced overall square footage, eliminating 81 residential units, cutting the height from 125 feet, and scaling back the public parking spaces from a total of 200. The county was hoping for as many parking spaces as possible to alleviate constraints at future Montgomery College Performing Arts Center not far from the project.
The Galaxy will replace the County owned King Street parking lot.
Specs show a total of 240 units between two buildings instead of three. 30 units or 12.5% would be Moderately Priced Dwelling Units. The building would range from four to five stories; approximately 60’feet.
25,000 square feet or 28% of the site will be public use pocket park.
Taking the project into the realm of mixed-use is the addition of between 2,500 to 3,500 square feet of retail along
13th street and into the public use space.
There is no financing in place for the Galaxy. If built today Copeland says it would exist as apartments but there is no projected start date.

That building is nasty. We saved Silver Spring once - if we lose it again to these kinds of uninspiring places, will it be worth saving again?
